Leland S. Rhodes was born December 6, 1889 in Groton, New York. He graduated from Cornell University in 1911 and worked as an engineer with the Spring Brook Water Supply Co. in Wilkes-Barre, Pennsylvania, from 1911 to 1917. He was a civil engineer at Bethlehem Steel Co. in Lebanon, Pennsylvania, from 1917 to 1919. Rhodes married Christine Wood on April 22, 1919.
